According to a publication made by the head of the National Defense Ministry, Luis Petri, on his X account, the Ministry of Defense of the Argentine Republic signed a memorandum of understanding with the United States on cyber defense, aiming to increase collaboration and technological support in this area.
The change in focus of the current administration regarding foreign relations poses a new challenge to the approach to national cyber defense. In particular, the growing importance of having a defense and strategy in line with technological advances often contrasts with existing regulations, which restrict the actions of the Armed Forces against an external military threat. In the case of cyberattacks, identifying the “enemy” is often diffuse, as it could originate from a “third-party” rival (with the support of a state) or from a criminal organization specialized in such attacks.
In this regard, the decision to increase its capabilities in cyber defense has led the Ministry of Defense to consider the possibility of international cooperation. In particular, these types of agreements involve the participation of a technical team from the United States for a specified period to carry out support tasks in various areas involved in cyber defense. Specifically, these agreements involve the inspection and verification of systems, considering their age, or identifying vulnerabilities in them.
Additionally, advisory services and training are offered, along with conducting an analysis of potential threats and their origins, culminating in an evaluation of the systems used and their personnel to enhance existing capabilities. It is worth noting that the technical team does not directly operate the systems, nor do they intervene in the event of an attack during their stay.
