SamKang M&T, a mid-sized South Korean shipbuilder, was selected as the preferred bidder for the 3rd and 4th ships of the FFX Batch III / Ulsan-class Frigate on September 16th. The decision is likely to be met with resistance from more established shipbuilders.​

South Korea’s Defense Administration Program Administration (DAPA) had set the estimated price for the FFX Batch III Ulsan-class at 805.9 billion Korean won or $ 581.4 million for 3rd and 4th ships of the FFX Batch III. SamKang proposal would only cost the government 705.1 billion Korean won or $ 508.4 million, 87.455% of DAPA’s estimated price. This was the lowest offer from all the competing companies and is within the 88% threshold at which makers were awarded extra points during the evaluation process.

Naval News previously reported that major shipbuilders, including Daewoo Shipbuilding & Marine Engineering (DSME) and Hyundai Heavy Industries (HHI), had voiced concerns about the bidding process which heavily favors proposals that minimize cost. Their claim is that the current evaluation criteria put less emphasis on research and development costs, with SamKang being penalized, but not disqualified, for not meeting the minimum manpower requirement for certain categories.

It is true that smaller companies have been gaining traction in recent years. Most recently, another small shipbuilder called HJ Shipbuilding & Construction (HJSC), launched four Patrol Killer Medium Rocket patrol ships. The proposed cost of HJSC’s bid for the 3rd and 4th ships of FFX/Ulsan-Class Batch III was 734 billion Korean won or $ 529.2 million.

The six FFX Batch III frigates will be 129 meters in length, 15 meters in width, displace 3,500 tons, and have a maximum speed of 30 knots. Their major armaments include a Mark 45 5-inch main gun, anti-ship missiles, and a new close-in weapons system.

HHI and Samkang M&T are the shipmakers that have been selected for the program so far, with construction on the first ship beginning earlier this year in April at the former’s Ulsan shipyard. Rolls-Royce will deliver the MT30 Gas Turbines, the primary propulsion system for the ships.

The Batch III ships are the culmination of over 15 years of research. The Batch I program lasted from 2006 to 2016 and delivered six vessels to the Republic of Korea Navy (ROKN). The Batch II program, which started in 2011, is still ongoing, with the last ship being scheduled for delivery in 2023 for a total of eight. Development of Batch III began in 2016. Production will continue until 2027, with the first ship scheduled for delivery to the ROKN in 2024.

Como explicó Scott Koh, funcionario de Hanwha Ocean, a Naval News , la Ocean 4300 es una versión modificada del Batch II de FFX que integra el armamento de la fragata tailandesa. El objetivo declarado de la nueva propuesta es "mejorar la interoperabilidad con la Marina Real Australiana". Como resultado, el concepto abandona el K-VLS y en su lugar presenta un Mk 41 de 32 celdas. La propulsión y otras características básicas son similares a las del Batch II de FFX.

Flexibilidad en motorización, sensores y armas con un precio base de menos de 300 millones de dólares. Son los reemplazos ideales para las 360, más adelante si quieren dos multirol de mayor tonelaje que miren a Europa ... También tienen las Hero 400 y 900 con 150 km de alcance y la 1250 con un peso de 150 kilos y 290 de alcance,mucho más pesadas, pero calculo que desde un buque se pueden lanzar tranquilamente.

Para que valga la pena gastarse 1.400 millones de dólares en dos buques, lo que yo esperaría en términos de capacidades duras, sería:

1.- Acceso a Aster 30 Block 0 (Capacidad de defensa de zona). Mejoraría a la mejor capacidad de defensa de zona disponible en la región (SM-2MR Standard-2 Armada de Chile), no tanto en distancia como si en modernidad de seeker (seeker semi-activo vs seeker activo-autónomo)

2.- Acceso a CAPTAS-4 (Capacidad de detección antisubmarina de baja frecuencia). Igualaría la mejor capacidad de detección disponible en la región (Type-2087 de la Armada de Chile), permitiendo igualar la busqueda de blancos hasta la la tercera zona de convergencia, y por otro lado, blancos submarinos ocultos bajo distintas capas de termoclina mediante el arreglo activo de profundidad variable.

3.- Acceso a MM-40Block IIIC o similar (Capacidad de destrucción de medios de superficie a 180km-200km+). Igualaría la mejor capacidad disponible en la región (MM-40 Block IIIC de la Armada de Chile), permitiendo abordar blancos que cuenten con contramedidas y medios antimisil relativamente legacy y medianamente modernos, mediante ataques rozaolas, de baja firma de radar, con radar activo coherente en fase más resistente a las contramedidas, y con patrones de proximidad aleatorio (dancer) que disminuye la efectividad antimisil del tipo kinético.

4.- Adicionales: Cohete Antisubmarino tipo MILAS o ASROC para abordar blancos antisubmarinos con rapidez (no existe algo así en la región) y en coordinación con el Helicóptero embarcado, ó Misiles de Crucero para blancos terrestres (no existe algo así en la región, al menos navalizado), ó Munición Guiada de Artillería de Largo Alcance como por ejemplo Munición Vulcano (no existe algo así implementado en la región).

Si no me dan eso, con la misma plata puedo obtener más unidades de capacidades más balanceadas en la eficiente industria de Corea del Sur.

En el caso de la aplicación naval, podes poner unos conteiners en un LST-100, por ejemplo y atacar las defensas de la playa con enjambre de drones mientras desembarcas.

Las FFAA Argentinas están tomando nota de lo que sucede en los campos de batalla modernos y está iniciando un esfuerzo enorme por elevar su nivel al mismo.
